The Position Description and Duties
As the Architecture & Engineering and Testing Branch Chief, the incumbent will serve as the subject matter expert for OCIO Architecture and Engineering Division on IT system engineering.
Including state of the art and emerging technologies and products and recommends appropriate technical strategies and solutions to overcome technical challenges. Provides technical engineering oversight of Enterprise Systems Design projects being executed by the OCIO in support of the mission.
Ensures that the IT designs follow standard industry, DOD design principles and policies. Designs and develops Delivery Systems Architecture Segments to be rolled into the OCIO Enterprise Architecture and Target Work Environments.
Provides expert advice and guidance as to selection of competing new products/services for effective and seamless introduction into the IT Architecture by remaining knowledgeable of evolving IT technological products and trends.
Will develop details to implement systems that meet the overarching Enterprise Architecture requirements. Will provide guidance over IT system solutions engineering and source of authoritative information regarding all aspects of operation of IT systems in order to ensure customer satisfaction, systems implementation, systems testing, systems operability, and provides technical, and quality assurance oversight for assigned Information Mission Area programs.
Develops and presents technical briefings for and OCIO; supports business lines in the development and execution of IMA strategies and plans by designing and acquiring IT solutions to meet customer requirements; reviews and clarifies customer support requirements which necessitate service support agreements and fund transfers; establishes project schedules and budget estimates; performs broad coordination directly with all levels of OCIO personnel concerning their requirements, available services, and design methodology. Initiates and directs studies to develop long-range IT plans and policies for the OCIO Enterprise, and provides recommendations to the CIO and other OCIO Division and Branch Chiefs.
The minimum criteria for selection include:
1. Knowledge of Solutions Engineering (SE) methods and strategies to proactively and holistically lead enterprise responses to disruptive forces by identifying and analyzing the execution of change toward desired DCSA mission vision and outcomes. The employee will implement SE methods and strategies to deliver value by presenting business and IT leaders with signature-ready system development recommendations for adjusting policies and projects to achieve targeted Agency outcomes that capitalize on relevant business disruptions and transition systems to the OCIO Enterprise Operations Division.
2. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
3. Ability to motivate and guide others toward goal accomplishments by consistently developing and sustaining cooperative working relationships.
4. Skill in applying new information technologies and technical methods, procedures, techniques or theories, including authorized commercial cloud services, and other federal and DoD enterprise services to address unique problems in the OCIO operational environment and in relation to DoD policy requirements and mission.
5. The incumbent must have the ability to exercise sound, definitive, independent judgment in developing, issuing, evaluating, and negotiating information technology issues with internal and external organizations.
6. Communicates effectively; expresses information to individuals or groups effectively taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
